I think you make a good case, as questions of style are ultimately determined by context (e.g. the "house style" of a traditional publishing house). Since the work I produce is for faculty and staff at a college, I stick with the formality of end punctuation whenever I use a full sentence. Fragments (including items in bulleted lists) don't receive any end punctuation. But part of this is just a hangover from my own academic background (M.A. in English) before becoming an eLearning developer.
